Permanent Resident Card
What is a Permanent Resident Card?
A Permanent Resident Card is an official proof for one’s status as a permanent resident in Canada. The plastic card is wallet-sized and is required for all Canadian permanent residents wishing to re-enter Canada through a commercial carrier (plane, bus, boat, etc.).
You may apply for a Permanent Resident Card (PR card) if you:
- have been granted permanent resident status
- are in Canada
- have not been asked by the Government of Canada to leave the country, and
- are not a Canadian citizen
Those who need to apply for a Permanent Resident Card fall under three categories:
- Applying for a first Permanent Resident Card
- Replacing a lost, stolen, or expired Permanent Resident Card
- Requiring urgent processing of Permanent Resident Card application

Also, starting 10 November 2016, all air travellers, including Canadian citizens, will be required to carry appropriate documents to travel to Canada before they can board their flight, such as:
- a valid Canadian passport;
- a Canadian temporary passport; or
- a Canadian emergency travel document.
Immigration, Refugee and Citizenship Canada warns air travellers that if they do not possess a valid travel document that proves their Canadian citizenship at check-in, they may not be able to board the flight. Exception is for American and American-Canadian citizens who do not need a Canadian passport, a Canadian visa or an Electronic Travel Authorization (eTA) to fly to Canada if they are travelling with a valid US passport.
What is a NEXUS Card?
The NEXUS Program is designed to speed up the border clearance process for low-risk, pre-approved travellers into Canada and the United States. Under the NEXUS program, the Canada Border Services Agency (CBSA) and U.S. Customs and Border Protection (CBP) have cooperated to create a joint venture to simplify border crossing while seeking to improve security.
The NEXUS program acts as a substitution for a passport to enter into Canada for U.S. citizens and for Canadian citizens entering the U.S. It meets the Western Hemisphere Travel Initiative (WHTI) requirements.
Those who have been approved to take part in the NEXUS program will receive a membership identification card to use upon entrance to Canada or the U.S. at designated NEXUS air, land, and marine ports of entry.
NEXUS benefits its participants in the following ways:
- Self-serve NEXUS kiosks at designated international airports make it much faster and efficient for those using the automated system
- NEXUS members are able to use designated lanes at the land border, which eliminates a lot of waiting time
- NEXUS members are able to report to border officers by phone prior to arrival in the marine mode of transportation
- NEXUS offers the Trusted Traveller Canadian Air Transport Security Authority (CATSA) Security Line at Canadian airports which help expedite the pre-boarding security screening
Because the NEXUS Program satisfies the WHTI requirements, NEXUS cardholders can use their membership as an alternative to a passport when entering the United States. This is available by air (self-serve kiosks) and at all land and marine entries.
Who can apply?
Those who are citizens or permanent residents of Canada or the United States and have continuously lived in both or either countries for the last three years are eligible to apply.
If you fall under any one of the following categories, you may not be eligible for a NEXUS card:
- You are inadmissible to Canada or the U.S. under applicable immigration laws
- You have provided false or incomplete information on your application on an intentional basis
- You have been convicted of a serious criminal offence in any country and you have not received a pardon
- You have a record of violation of customs, immigration or agriculture law
- You have failed to meet the other NEXUS requirements
Because the NEXUS program is a partnership between Canada and the U.S., your application must be approved by both countries. Your application will be denied if you do not meet all of the requirements
For children under the age of 18, consent of a parent or legal guardian is required to enroll in NEXUS. Children under the age of 18 must be accompanied by at least one custodial parent or guardian and the individual needs to have documentary evidence of custody without restrictions on removal from the custodial jurisdiction. The documents must prove that the adult(s) are the parents or legal guardians. Even if the child’s parents or guardians are not NEXUS members, they are still eligible for NEXUS membership.
