A. You have just seen a ghost. A ghost consultant that is! Unfortunately this is a common occurrence. These individuals are neither lawyers nor certified immigration consultants. They prey on vulnerable people for profit but do not have the training to properly represent clients. Usually if the price is too good to be true – there is a reason – you are paying for nothing. Assuming your brother has the representatives’ real name he should contact local authorities and the Canadian High Commission and report the individual. As for the two year bar for misrepresentation you can challenge the decision at the Federal Court within sixty days.
