CAN Work Philippines: Pilot Program to Streamline Work Permit Processing for Canadian Employers Recruiting in the Philippines

In October 2023, the Canadian government introduced a pilot program, CAN Work Philippines, designed to facilitate Canadian employers in sourcing skilled workers.[1] This pilot program operates through Immigration, Refugees, and Citizenship Canada (IRCC)’s visa office in Manila, streamlining work permit processing for eligible Canadian employers.

The pilot initiative introduces a streamlined process allowing employers to arrange collective appointments for medical assessments and biometrics for potential Filipino workers. Eligibility for the program extends to Canadian employers recruiting from the Philippines, either hiring approximately 50 or more workers, or focusing on critical occupations in sectors such as health care, construction, and agri-food.

Participating employers are required to demonstrate compliance with fair and ethical recruitment guidelines set forth by the International Organization for Migration (IOM). Furthermore, IRCC’s commitment to promoting fair and ethical recruitment practices is highlighted by the allocation of $200,000 to the IOM. This financial support aims to collaborate closely with the Government of the Philippines, conducting training sessions, and endorsing the IOM’s Fair and Ethical Recruitment Due Diligence Toolkit.

Recognizing the Philippines’ significance in Canada’s Indo–Pacific Strategy and its substantial contribution to new arrivals, the CAN Work Philippines strengthens bilateral ties while addressing crucial labor shortages in Canada.
