At the same time, Immigration, Refugees and Citizenship Canada is using artificial intelligence and advanced analytics to assist with administrative functions and fraud detection. Final immigration decisions, however, remain subject to human review.

In the article, Bellissimo highlights a broader regulatory concern: unauthorized immigration practice may no longer involve an easily identifiable individual. Applicants can now receive guidance through AI-powered tools, automated platforms, overseas service providers or hybrid models involving both technology and individuals operating across several jurisdictions.

These developments make it increasingly difficult to determine who should be held accountable when inaccurate advice, misleading information or fraudulent conduct is generated or amplified through digital platforms. Bellissimo explains that while technology offers significant opportunities to improve access to immigration information and services, regulatory frameworks must evolve alongside it.
